The Federal Republic of Germany paid Ceausescu up to  40,000 thousand marks for each German ethnic who wanted to be repatriated, an article written by Deutsche Welle says. A German lawyer negotiated the  repatriations during the communist regime. Before 1989, over 200,000 German ethnics  emigrated from Romania.

Lawyer Heinz Husch  would negotiate the  prices directly with Nicolae Ceauşescu for the  citizens of German origin. The prices ranged from 1,800 marks for a person with education, and would get as high as  7,000 German marks for  someone who was  college educated.

The transaction records from that period were confidential for 24 years. Now they were unclassified.

The lawyer’s mission began in 1968 and ended in 1989 when the  Communism fell. During this period, over 200,000 German ethnics were expatriated   from Romania and taken to Germany.
