
The telegram stated that the American and British Embassies in Bucharest would have obtained from different sources, intel about a failed attempt to assassinate the communist leader.
The American Embassy would have been informed about the possible assassination attempt by an Ugandan student married to a Romanian and from other Romanian contacts who might have heard about the attempt to remove Ceausescu shortly before his trip to Iasi, on May 4, 1974 probably during a travel trip to non-covered Scorniceşti, his hometown.
The attack would have failed due to the incompetence of those who have planned it rather than on account his Security personnel skills.
The telegram reads that an officer of the British Embassy in Bucharest would have obtained the information from a source more credible and informed, the deputy editor of the newspaper Romania Libera.
In a conversation with the latter, the British diplomat would have said that the changes occurred at the top level of the Security were likely motivated by the suicide scandal of Dr. Schachter, Ceausescu's personal physician. The journalist said that in addition to the case Schachter, much more significant things happened, but declined to provide details.
